The production router now supports explicit choice, a saved wallet preference, ordered fallback tenders, and capability-aware fallback. Durable preferences are only written after CHLOM can bind the wallet to an exact DID + Fingerprint identity record.

Identity
DID + Fingerprint binding establishes the wallet subject.
Privacy
Selective-disclosure mode can require a verified ZK proof receipt when a real verifier circuit is present.
Preference
Customer choice outranks saved preference, which outranks deterministic fallback.
Execution
ECAC and provider capability are rechecked before any economic action.
Authority separation

Customer choice is not catalog-admin authority.

The customer wallet selects a tender. A separate institutional CHLOM commerce authority prepares product/catalog creation. That D2 authority can target certified Stripe/Paddle catalog writers, but customer wallets cannot inherit it.

Privacy boundary: zero-knowledge/selective disclosure is supported as an admissibility layer. Mixer-style transaction obfuscation is not part of the payment route; DAIL provenance, rights, sanctions/compliance, and settlement evidence remain intact.
